What are the rules for wearing neoprenes swim hoods and booties for IM.  I want to make sure I get the right mm size and am open to suggestions.

I've never seen any rules stated for hoodies or booties, regarding thickness. Nor have I seen different thicknesses offered when shopping for them.

I have however seen/heard that the allowance of them is up to the race director discretion - it's not always guaranteed.

Albeit a little hidden, the rules are on their website.  I've never seen a rule for neoprene caps, but those aren't something that give an advantage nor would they be tempting to wear in warm water.

Eliz - I wore two caps, one of the thick silicone ones under the IM issued thin one.  It kept me warm.  Granted the water in CDA will be colder than AZ but you might consider this option.  You can get a silicone cap at any sports store where they sell goggles.  I can bring mine to DAM if you want to try it.  They are tight.  No advice on booties.  Signe wore booties, she can probably give you some tips on if they made a difference.  Also, supposedly smearing petrolum jelly on the backs of your hands and feet (I used Aquaphor as it is not as greasy) or spraying that liquid skin stuff helps because it closes your pores.  You are going to be fine in the water, your wetsuit is awesome.  I got hot in it at AZ!

I have swam in 59 degree H20 and did not wear neoprene hood or booties. Nor did I double cap it.  Before my 2.4 mile swim was complete I was warm.  Obviously athletes have done all 3 or some sort of combo.  Everyone has an opinion. Know before you go! This is my best advice...

I thought I heard it had to be below 65 degrees to wear booties.  I coated my feet and face with Aquaphor and wore 2 caps and was fine.  I've also heard Vaseline works well.  Many people say that water gets in your booties and creates drag, so they don't care for them much.
